Meeting of the Joint Council on Constitutional Justice of the Venice Commission held in Zagreb

22 May 2026 - The Joint Council on Constitutional Justice (JCCJ), as one of the bodies of the European Commission for Democracy through Law of the Council of Europe (Venice Commission), aims to steer the cooperation with the constitutional courts and equivalent bodies and to inform them about its activities in the field of constitutional justice. The 22nd annual meeting of the JCCJ members, hosted by the Croatian Constitutional Court, took place in Zagreb on 21 and 22 May 2026 and brought together liaison officers and representatives from constitutional courts to discuss key topics of cooperation, including updates on the CODICES database, the e-Bulletin on Constitutional Case-Law and co-operation activities. The liaisons also elected a new co-chair from among their ranks, Ms Vesna Božić Štajnpihler. The meeting was followed by a "mini conference" on the future of constitutional complaint mechanisms, where the participants discussed the admissibility reform and filtering mechanisms, balancing access to justice and judicial efficiency, and the sustainability of individual complaints. The JCCJ accepted a proposal from the President of the Constitutional Court of Latvia, co-chair of the JCCJ, to hold the next meeting in Riga in 2027.

CONSTITUTIONAL COMPLAINTS - INSTRUCTIONS
A large number of constitutional complaints are filed by the applicants themselves, without a representative. These submissions, as well as many other constitutional complaints, very often do not meet the requirements for filing a constitutional complaint set out in the Constitutional Act on the Constitutional Court of the Republic of Croatia.

In order to provide assistance to everyone - whether they are the applicants of a constitutional complaint or their representatives - on these pages of the Constitutional Court of the Republic of Croatia you can obtain a free form for a constitutional complaint, as well as detailed instructions for completing it.
